On July 12, 2016, the City of San Marcos passed a municipal Tobacco Retail License (TRL) policy. With a total of 60 businesses that sell tobacco and e-cigarette products in San Marcos, the TRL policy requires retailers to pay an annual fee which covers costs for administration and compliance checks. Compliance checks are conducted at least once a year and tobacco retailers are rewarded for good behavior and can earn rebates up to $60.00 per year for being compliant. This is similar to the successful model the neighboring city of Vista has been using for over ten years. The TRL policy went into effect the beginning of this year, January 1, 2017.
